Slope Remediation and Removal The Presidio Trust, the federal agency charged with operating and preserving the Presidio of San Francisco as a national park, is responsible for environmental remediation within the Presidio, including a narrow coastal strip of the area administered by the National Park Service. The purpose of this project, completed in December 2007, was to remove waste soil and debris deposited by the U.S. Army between approximately 1900 and 1970. Thousands of tons of building debris, soil and incinerator ash were dumped over two locations on 250-ft-high scenic coastal bluffs near the Golden Gate Bridge. As the prime contractor on the job, AIS Construction used Spyder excavators to perform grading and waste removal on the steepest parts of the site that could not be accessed by conventional equipment. We worked with the Trust, the Trust’s engineering consultant Mactec Inc., and the National Park Service to devise a waste removal plan. Approximately 73,000 tons of (primarily) hazardous waste were removed and trucked to off-site hazardous waste landfills. AIS’s initial plan was to carry the waste up the hill using conveyors. Over 1,000 feet of conveyors were installed. We later added a “bucket brigade” using up to 6 long-reach and conventional hydraulic excavators to pass the soil up the hill. AIS Construction’s bucket brigade innovation and willingness to work 6 to 7 days a week allowed the job to finish on-schedule despite the discovery of nearly 35,000 tons of extra waste. |
